This publication discusses the development of mechanisms to prevent the illicit brokering of small arms and light weapons (SALW). Chapters introduce the topic of illicit brokering of SALW, outline the main features of states’ licensing and registration rules and procedures, and show an array of problems and opportunities faced by law enforcement and monitoring agencies in curbing illicit arms brokering. The last chapter chronicles some of the main elements of decisions taken at the international, multilateral and regional levels to curb illicit arms brokering activities.
