This paper evaluates the historical development of US nuclear policy towards Pakistan in the wider geopolitical context. The author recounts previously failed efforts to reconcile American nuclear non-proliferation and other policy objectives regarding Pakistan; documents Pakistan’s role in supplying nuclear technology to rogue states; and considers the objectives and viability of the military-dominated government in Pakistan. The author outlines and evaluates several options for improved US-Pakistani nuclear cooperation.
