This publication examines multilateral disarmament issues from a humanitarian perspective by framing disarmament and arms control as human security issues. It summarizes presentations from a meeting held in November 2004, outlines basic concepts and offers examples of alternative perspectives and approaches to arms control and disarmament in the context of humanitarianism. It reviews multilateral disarmament negotiations, models the consequences of armed violence and discusses the challenge of making disarmament and arms control responsive to contemporary humanitarian requirements. Each chapter contains a paper by a speaker based on their presentation.
