This publication explores the humanitarian and socioeconomic impact of cluster munitions, during and after conflicts. It reviews their use in Albania and Laos, demonstrating the history of cluster munitions as a weapon with serious, long-lasting consequences that require international attention. The authors use these cases as examples of the range of uses of cluster munitions by different actors. They argue for better data on cluster munitions casualties and incidents in order to develop and implement survivor assistance and risk education programs for affected communities.
