This report addresses the issue of US defense transformation. The paper reports on the Bush administrations view that new technologies enable defense transformation and that new threats to US security precipitate defense reform. The report states that the Bush administration calls for increased defense planning on irregular warfare, catastrophic security threats, and disruptive events such as the emergence of new technologies. The report discusses the proposal to shift US military forces toward increased reliance on joint operations and network-centric warfare, and concludes with a budget and congressional oversight analysis for the proposed defense transformation.
