This report describes special operations conducted by the US Department of Defense (SOF) and paramilitary operations conducted by the CIA. The report differentiates between the roles and missions of the CIA and those of the SOF. The report recommends that the responsibility for directing and executing primary operations should be shifted from the CIA to the US Special Operations Command (USSOCOM). The author concludes with recommendations, an impact assessment, and related legal considerations.
