This report outlines the origins, historical development, and activities of the al-Qaida terrorist organization. The report states that most US and international intelligence institutions agree that al-Qaida retains the intention to conduct terrorist attacks against the US and US interests abroad. The report concludes that there is little agreement among experts over the degree to which the weakening of al-Qaida's leadership, structure, and capabilities has materially reduced the threat posed by the group.
