Publication

This publication provides background to the UN Framework Convention on Climate Change (UNFCCC) Conference held in Copenhagen in December 2009. It discusses the two-track negotiations, one under the Kyoto Protocol and the other under the Bali Action Plan of 2007. It outlines the key topics under negotiation such as greenhouse gas mitigation, financing, and measuring, reporting and verification. Throughout the publication, the authors note the impact upon US policy, and US positions on the various issues.
