This publication examines China's foreign assistance and preferential investment ventures, much of which does not constitute official development assistance. It notes that there has apparently been a dramatic increase in Chinese economic assistance and state-sponsored investment between 2002-2007. The paper argues that China's aid activities in Africa and Latin America serve China's immediate economic interests, while those in Southeast Asia are related to longer term diplomatic or strategic objectives.
