This paper argues that the civilian role in creating a stable Afghanistan, capable of protecting its citizens and providing essential services, is at least as important as the military operation. According to the author, however, the civilian effort from both Afghan and international actors has been uneven, uncoordinated and ineffective. He identifies the following causes for this problem: lack of coordination, lack of prioritization, lack of resources, competition, ineffectiveness and corruption.
