The key premise of this paper is that the use of private military and security companies (PMSCs) in conflict and post-conflict situations is here to stay due to the fact that PMSCs have become indispensable non-state actors. In the first part, the paper will define the term ‘PMSCs’ in order to place the discussion in proper context. In the second part, the paper will provide a general overview of the Draft International Convention on the Regulation, Oversight and Monitoring of Military and Security Companies, its purpose, scope of application and the international oversight it envisages.
