This paper provides a background to the Pretoria Agreement and an analysis of the implications of the memorandum of understanding. It does so from by examining South Africa's role as peacemaker in the Democratic Republic of the Congo, the UN Mission in the Democratic Republic of the Congo's support to the military aspects of the peace process, and the tasks, roles and timings for implementation as implied by the Pretoria agreement.
