This paper explores the potential impact of the HIV/AIDS pandemic on Southern African societies, particularly on broader processes of governance. It discusses the threat posed by HIV/AIDS to security and governance, with a focus on democracy. The author contends that human moral agency and dignity may be most severely challenged by HIV/AIDS, resulting in a difficulty to maintain stable democracies.
