This paper examines the decisions taken by some of the major actors in the Southern African Development Community (SADC) in respect of the conflict in the Democratic Republic of Congo (DRC), following the distress call by Laurent Kabila's government. It seeks to analyze the implications of the decisions, or the lack of decisions, relating to sub-regional cohesion.
