This paper reviews the crisis in the Democratic Republic of Congo and the requirement of immediate protection of civilians by peace interventions. It discusses civilians and victim protection approaches such as by the UN, which adopted a gender and child 'mainstreaming' strategy. The author contends that responses require a holistic approach to address the immediate insecurity and violence, and explores its longer-term implications for restoring the rule of law and justice.
