This paper is about the creation of reasonable performance indicators for the South African Police Service (SAPS), which falls under the Department of Safety and Security (DSS). It shows that for the South African Police Service (SAPS), a central conflict lies in the fact that while they are legislatively charged with preventing crime, they may lack the ability to do so.
