With the new Lisbon Treaty coming into force on 1 December and the formation of a new European Commission headed by the – finally – reappointed Barroso, one must now ask whether the character of the EU has become more federal (i.e. a project with supranational institutions) or more intergovernmental (a project of cooperation between states)?
