'Better EU Regulation' has been an important horizontal strategy of the Union and, in particular, the European Commission. Preceded by simplification programmes in the late 1990s, the introduction of regulatory impact assessment (RIA) and the emergence of the administrative cost model for calculating red-tape costs (and subsequently cutting them), the Better Regulation strategy was initiated in 2005.
