This publication contends that Russia poses a significant threat to the US and its allies. However, while the West is unprepared for this threat, it needs to address the issue without exaggerating the matter. Russia is not a conventional military near-peer nor will it become so. In response, the text’s authors argue the US and its allies must develop a coherent global approach to meet and transcend the Russian challenge, which would involve 1) the constraining of Russian resources; 2) disrupting Russia’s hybrid operations; 3) delegitimizing Russian President Putin’s role as a mediator or convener in international disputes; 4) increased efforts to defend NATO; and 5) bilateral negotiations with Moscow.
