This study paper seeks to examine the concerns of non-supplier states on the multilateralization of proliferation-sensitive steps of the nuclear fuel cycle, and to frame how multilateral mechanisms could be structured in a truly multilateral and non-discriminatory manner. An open dialogue among states will go a long way toward establishing a basis of trust and confidence for further action. This study paper is conceived first of all as food for thought and a contribution to such dialogue.
