This paper examines how the UK’s exit from the EU will impact the relative voting power of the remaining members of the European Council. Interestingly enough, the pending departure will most likely lead to 1) the smaller but more numerous EU countries losing rather than gaining power, and 2) if Scotland joins the EU at a later point in time, it would only add to the larger states’ strength.
