The purpose of this report is to examine the relationship between the Global Fund and the President’s Emergency Plan for AIDS Relief (PEPFAR) in U.S. international AIDS policy, review arguments in the debate over whether the United States should increase its contributions to the Global Fund, and outline other options for increasing Global Fund resources.
