United Nations (UN) Panels of Experts, small investigative teams the UN Security Council appoints to monitor targeted sanctions, have evolved into complex operational tools since their first use in Rwanda in 1995. Their mandates have changed and grown from their initial focus on monitoring of sanctions to include detailed analysis of regional conflicts and recommendations for resolving them. Since 1999, most Panels have been deployed to countries that also host international peace support operations (PSOs) authorized by the Security Council.
