This study addresses the security risks to a world without nuclear weapons that could come from nuclear fuel-cycle technologies and what could be done to mitigate those risks. It examines what role multilateral fuel cycle arrangements could play in ensuring that progress towards complete nuclear disarmament is not hindered by proliferation concerns, and also in helping to fulfill the goals of the Treaty on the Non-Proliferation of Nuclear Weapons: non-proliferation, the peaceful use of nuclear energy and nuclear disarmament.
