This report looks at US congressional authorization for military action and the application and effectiveness of the War Powers Resolution (WPR). It provides the background for the WPR and looks at how it was invoked in support of UN actions and during the conflicts in the former Yugoslavia and Bosnia, Kosovo, Iraq, Haiti, Somalia and Libya. It also includes commentary on the instances formally reported under the WPR.
