In this paper, the authors argue that the shift towards more complex and quantitative methods for assessing the effects of peace operations may lead the focus away from understanding the operation itself. They note that the context of the operation is a crucial element which needs to be taken into consideration by any evaluation. Therefore, an over-reliance on quantitative measures of effectiveness may hinder the assessment.
