In this publication, the author argues for a new approach to US cybersecurity in the absence of additional financial resources and greater Congressional constraints. She calls on the administration to consider a three-pronged strategy using the Securities and Exchange Commission, the Federal Communications Commission, and the Federal Trade Commission to marshal the capabilities of private sector stakeholders to strengthen the integrity of private sector information infrastructure, enhance protection of vital systems, and to secure online transactions.
