The 112th Congress faces several issues regarding the continuing development of the Civilian Stabilization Initiative (CSI), the effort begun by the George W Bush Administration to develop a three-component "ready response" civilian force. For well over a decade, there has been widespread concern that the US government lacks appropriate civilian "tools" to carry out state-building tasks in post-conflict situations.
