The case of the item “Transparency in armaments” is an example of how a narrow approach to the mandate of the Conference on Disarmament could lead to a serious crisis, the results of which could influence the activities and performance of the Conference for more than decade. The evident lack of clear-cut concepts on what should be achieved in the area of transparency in armaments puts into question the rationale for keeping this item on the agenda of the Conference.
