The fundamental problems discussed in this paper refer to the contemporary role and meaning of the EU presidency. How has an initially rather restrained presidency acquired such an important role in managing the EU, undertaking long-term initiatives, solving fundamental negotiating dilemmas and—until the Lisbon Treaty—representing the EU externally? What are the most important challenges involving preparations and management of the presidency?
