This is a transcript of a speech made by HE Karel Schwarzenberg, Deputy Prime Minister, Czech Republic, on 13 October 2011 at Chatham House. He discussed the significance of the smaller EU states, notably the Visegrád Four countries, arguing that these countries can be influential regardless of their size or economic strength.
