US-led reconstruction in both Haiti and Afghanistan is lagging, it is becoming increasingly expensive, and it will not succeed without a major change in strategy. This Special Report identifies the basic rules, lessons, and best practices that national policymakers and the international community should keep in mind when improving the provision of aid and technical assistance in these violence-affected countries and elsewhere.
