This working paper provides an assessment of the ratification process of the EU constitution. The authors examine the state of affairs in each of the 25 member-states. The report was written shorty before the referendum votes in France and the Netherlands. It is based on the findings of a survey carried out within the framework of the EPIN Ratification Monitor project and is the follow-up to a report published in January 2005.
