This working paper examines the implications of the terrorist attacks of 11 March 2004 in Madrid on the Spanish elections of 14 March 2004. The author analyzes the four days between the bombings and the elections and explains how the attacks and the Spanish government's response prompted voters to turn against the ruling Popular Party. The paper also looks at earlier failures of governance and how they set the stage for the electoral defeat.
