This paper serves as an informational briefing on the Spanish ratification of the proposed European Constitutional Treaty of 2004. Examining the results of the consultative referendum of 20 February 2005, the authors track the evolution of voter and parliamentary support for the passage of the Treaty, as well as the positions of the principal Spanish political parties. The paper concludes in highlighting the central themes and issues of the ratification campaign both with regard to the EU and to the Constitutional Treaty, including the proposed Charter of Fundamental Rights and the European Social Model.
