The long awaited and much overdue Annex of the November 2011 IAEA report was presented to the IAEA Board of Governors and the UN Security Council on November 8, 2011. Although the Annex contains much interesting and fresh information, its basic message that Iran is actively engaged in the development of nuclear weapons should not come as a surprise to anyone who has followed the developments reported in the IAEA periodic reports argues this brief.
