This publication discusses the weaknesses in Pennsylvania's Office of Homeland Security (OHS) with regard to the protection of critical infrastructure and key resources. The author argues that a relocation of the OHS to the Pennsylvania State Police office will enable better coordination between the intelligence gathering operations at the State Police and the intelligence dissemination functions of the OHS.
