This paper examines the volatile security situation in Somalia. On the one hand, the nature and dynamics of the conflict continue to change and insecurity deepens. On the other, the policy options remain limited and inadequate. This paper critically reflects on the major policy approaches currently being pursued and shows that a discernible shift has emerged in the balance of power between the transitional federal government and armed opposition groups, particularly Al Shabaab.
