This paper examines five possible ways in which cyber conflict and cooperation could develop over the next ten to twenty years. Three key factors characterize each contingency: how strongly the “geography” of cyberspace favors offense over defense, the intensity and kinds of cyber conflicts and the intensity and kinds of cyber cooperation.
