In light of the intervention in Libya in 2011, this paper discusses the tension between the competing principles of "non-interference" and "the responsibility to protect" (R2P) in international relations. The author suggests that the cooperation between the West and the Arab League rekindles the R2P norm. This, he argues, could lead to adopting a new approach in relation to the situation in Syria.
