This article discusses the decision by the UN Security Council to refer the situation in Libya to the International Criminal Court in 2011. This was the second time in history that this path to ICC jurisdiction was used. The first time was in 2005, when in response to reports of extreme violence in Darfur, an arrest warrant was issued against Sudanese President Omar al-Bashir.
