This paper looks at the soft power tools Germany uses in the countries East of it to implement its foreign, security and economic policy. It specifically looks at three areas of activity: network building and political lobbying, the development co-operation programs and foreign cultural and scientific policy. The authors argue that the German projects are beneficial for both their targets in individual countries – including the political, economic and academic elite, the state administration and the public – as well as German decision-makers, firms and research centers.
