This paper reports on a seminar held in November 2010 that addressed the goals and instruments of the EU's external energy policy and the shape of the EU's energy relations with producer-states, in particular Russia. The speakers unanimously stressed the need for the adoption of a market based approach to the external dimension of the EU’s energy policy. They saw an efficient internal market as a necessary precondition for external actions and as one of the major tools in the relations with third countries.
