This policy brief discusses the Israeli national home front exercise of 2011, which aimed to improve civilian preparedness for national emergencies and security challenges such as rocket attacks against population centers, cyber attacks and attacks on critical infrastructure. The author argues that it is doubtful whether these exercises adequately match contemporary security threats.
