This is a transcript of a speech by Yezid Sayigh from the Carnegie Middle East Center on the challenges to democratic transition Arab countries, and particular those affected by the Arab Spring uprisings, are facing. To do this, he examines political and institutional legacies, the structure or the mode of operation of the political economies and the role of the coercive apparatus.
