This report focuses on cooperation in civil protection and looks at institutional cooperation arrangements at the intergovernmental/supranational and at the national level. The first part is dedicated to civil protection in the European Union, the second part looks at the civil protection systems of Spain and the UK, and the third part draws on the insights of the two previous parts to discuss possible lessons for Switzerland.
