This issue provides an overview of developments in conflict spots in Africa in the months prior to December 1999. It focuses on five regions: North Africa, West Africa, Central Africa, East Africa and Southern Africa. The paper also discusses the proliferation of light weapons in Africa, water conflict, and efforts to build the capacity of the Organisation of African Unity. In addition, gender issues in Southern Africa, the potential of the Southern African Development Community to engage in conflict management, and efforts to enhance the role of women in the Sudanese peace process are examined.
