This brief discusses several major questions that emerge from the reconciliation agreement between Fatah and Hamas announced on 27 April 2011. It attempts to answer (i) what the parties moved to change their positions and reach an accord, (ii) whether they have really succeeded in bridging the main gaps in their positions, or they have only postponed discussion of the gaps and disagreements, and (iii) what the ramifications of this step will be for the policy of other actors, especially Israel and the United States.
