In September 2016, the Swiss Parliament gave up its attempts to establish quotas for foreign residents. The problem, of course, is that such a move would violate Switzerland's bilateral agreements with the EU, particularly in the case of the free movement of people. Given this predicament, the author of this paper grapples with the following tight-spot question – Should the Swiss Government honor the apparent will of its people for tighter immigration controls or maintain the country’s access to the EU's internal market? The choice really is that stark.
