In this Insight, the author notes that the process of change occurring in Hamas in 2011-12 is presenting Israel with more opportunities than risks. First of all, Hamas’ interest in maintaining the ceasefire between Israel and the Gaza Strip is growing. Second, Hamas’ new patrons are less problematic for Israel than the old ones, and Israel can use them to exert influence on Hamas’ positions. In the longer run, there is a chance that Hamas will opt for a peaceful resolution with Israel. Israel would therefore be well advised to reexamine its policy and the possibilities of encouraging Hamas.
